A skyscraper that would be the tallest residential building in California has been proposed for downtown Los Angeles as the neighborhood’s housing boom rolls on. Crescent Heights , a Miami- based developer , submitted a proposal to the city Planning Department this week to build a 70- story apartment building that would stand out in size and design amid the rapidly growing South Park district east of Staples Center. LOS ANGELES, Calif. (KGTV) - The decomposed body of a University of Southern California graduate student was discovered Wednesday in a dorm room, multiple sources reported . Jacob Kelley, 24, was in his first year of the Master of Science and Medical Physiology program , according to KABC. A Los Angeles Police Department detective told the Daily Trojan that a cleaning crew noticed a foul scent and found Kelley dead in the apartment in the Seaver Residence Hall .  Kelley died seven days before his remains were found, the detective said. The Los Angeles County Coroner is investigating Kelley's cause of death.
