The city of Tampa is on the cusp of a total makeover. With billions of dollars in investment and dozens of new apartment, condo, office and cultural buildings in the pipeline, the city's skyline and surrounding communities are poised to look a whole lot different than what it does today. But dreaming up the future of Tampa doesn't come without its challenges. For all the promises of a new urban core filled with hotels, parks, food halls and stores, there are also potential pitfalls. The Tampa Bay Times identified the five key obstacles that stand in the way of some of the biggest projects proposed in Hillsborough County . OREM -- If you think you've been hearing about the University Mall development becoming a major development called University Place for a long time, you're right. As early as April 2013, members of the Orem City Council and department heads were informed of preliminary discussions on the development and were asked to sign non-disclosure statements. All the council members except Brent Sumner signed the agreements. It wasn't until the cat was let out of the bag at the Utah Valley Chamber of Commerce Executive Summit in September 2013 that people finally got an idea of what was in the works. At that summit, Coldwell Banker executive agent Brandon Fugal announced University Mall would undergo a huge transformation, introducing its own business park and housing developments along with additional retail expansion . BATON ROUGE, LA (WAFB) - Some LSU students cannot start moving in just yet because their apartments are not ready. The Park Place apartments , which are privately owned and just off LSU's main campus, are still under construction.  Classes at LSU begin Monday , Aug. 21 and many students are moving in this week, but not those who will be staying at the Park Place Apartments .  "We got an email a couple of days before move in that basically said they would not be ready," said Ciera Handsborough.  "They put us in a hotel for a little bit. For me it is only a week. I know for some people it is Sept. 1. At least they gave us something and not make you scramble on your own," said Christian Christoffersen.  Christoffersen is just one of the students impacted. The apartment's corporate owner is providing housing at nearby hotels for everyone and even storage for the inconvenience. Developers could break ground on at least three multifamily housing complexes this year in and around Lombard, village officials say. Bill Heniff, director of community development, said numerous apartment ideas have been brought to the village in recent months -- including the possibility of a 120-unit building being constructed on the site of the old DuPage Theatre -- but only three have completed, or are close to completing, the entitlement process. If those three projects are built, Lombard will be home to 547 new rental units and 100 new townhouse units. A market analysis of the village recently completed by Tracy Cross & Associates shows significant demand for more apartments in the Lombard area. During the University of Central Arkansas Board of Trustees meeting Aug . 18, President Houston Davis spoke on the white nationalist rally that recently took place in Charlottesville, Virginia. The rally was led by white supremacists and neo-Nazis and ended in the death of one 32-year-old counter protester. Davis said that through media reports and conversations, most in the community know what occurred during the event and as a new resident of Arkansas, was “very heartened” by the strong statement Gov . AGOURA, CA - AMCAL Multi-Housing, one of California's leading builders of workforce and affordable housing , has just announced plans for two new, apartment developments in Los Angeles stemming from the recent funding from California Tax Credit Allocation Committee (TCAC). TCAC funding will be used by AMCAL to finance the Argyle Apartments, a 40-unit development in Hollywood, and the Terracina Apartments, a 72-unit development in South LA.
