Related Content SANTA MARIA, Calif. - An officer- involved shooting in Los Angeles County has left a murder suspect connected to an Amber Alert out of Santa Maria dead Tuesday night .  48-year-old Konstantin Morozov was taken to the hospital in critical condition but police confirmed he died from his injuries during a press briefing. The shooting occurred in Tarzana, California just before 7 p.m. The Santa Maria Police Department said it received a tip Tuesday morning that Morozov was in an apartment located in the 5500 block of Lindley Avenue in Tarzana/Encino. "We had a variety of tips whether they were due to the Amber Alert of from folks just seeing cars or people looking that seem similar and talking to everyone involved--family members or otherwise. Gary Vinbaytel purchased the five- story building at 128 W. 26th St. between Sixth and Seventh avenues, which formerly housed the restaurant Tre Dici , for around $10.1 million in July. He recently filed for permits to demolish the current building and construct a 14-story, mixed-use building in its place, city Department of Buildings records show . Property owners are costing the city of Madison millions of dollars by taking advantage of a loophole in a state law created in 2001. By registering the property as a limited-liability corporation, such as Steve Brown Apartments , LLC, rather than as a parcel of land, owners are allowed to sell property without filing the selling price with the city of Madison. The owner is then automatically exempt from real estate transfer fees and can easily avoid high property taxes because no sale price is recorded and the city does not know the property’s actual value. Shielding the actual value often results in an underestimation by the city of the property assessments and a lowering of the amount owners must pay in property tax. “It reduces taxes paid to Madison Area Technical College , the Madison School District and various entities on the property tax bill . KINGSTON, N.Y. >> A candidate for a Common Council seat says the city ought to hold off from consolidating its bus system with Ulster County Area Transit until more results are in about a similar takeover . Jim Rodden, who has secured the GOP line in November’s election for an Eighth Ward race , is not convinced that consolidation of the city bus system , known as Citibus, with Ulster County Area Transit is such a good idea. A skyscraper that would be the tallest residential building in California has been proposed for downtown Los Angeles as the neighborhood’s housing boom rolls on. Crescent Heights , a Miami- based developer , submitted a proposal to the city Planning Department this week to build a 70- story apartment building that would stand out in size and design amid the rapidly growing South Park district east of Staples Center. The 810-foot building with 794 units would be the third-tallest in Los Angeles behind the recently opened Wilshire Grand hotel and office tower and the U.S. Bank Tower office building completed in 1989. Last year, Crescent Heights completed Ten Thousand , a 40- story luxury apartment complex on Santa Monica Boulevard on the edge of Century City. Proposal would curb short-term rentals in San Diego

Short-term rentals of private residences would be sharply curbed under a proposed ordinance drafted by San Diego City Councilwoman Barbara Bry , whose district includes the La Jolla area. Her proposal, released Monday, arrives a few months before the full council is expected to take up yet again the contentious question of how to regulate vacation rentals , which have mushroomed in popularity with the growth of the online home-sharing platform, Airbnb. The city planning department already is at work drafting alternative measures based on three options it released earlier this year, which at the time ranged from the most permissive to one that would effectively ban such rentals. The city is hoping to hear the matter Oct. 23, said Planning Director Jeff Murphy . It will mark the sixth hearing at City Hall in two years to consider the issue of short-term rentals. 'A horrible night': Floodwaters carried death and destruction through Winona County | Local

Employees at We-no-nah Canoe are used to working on boats. They don’t usually have to use them to get to work. The morning of Aug. 19, 2007, We-no- nah Canoe workers had to paddle to the Bundy Boulevard facility . The canoe finishing area and warehouse were underwater. So was much of Winona County . The floods claimed seven lives in Winona and Houston counties and damaged thousands of homes in the region. Dozens of roads and bridges were impassable as a result of high water, downed trees and mudslides. Starting late Saturday night , Winona County authorities began evacuating residents from Stockton, Elba, and campgrounds near Whitewater State Park . Areas of St. Charles, Goodview and Minnesota City were evacuated as rainwater rushed out of the bluffs and hills, turning creeks into torrents that washed away whatever was in their paths. AUSTIN - All across Austin, there are structures being torn down and replaced with new buildings. In the fiscal years 2015 and 2016 the city approved approximately 1 ,700 demolition permits, compared to about 600 in 2008. "My walk to work used to be just like little old buildings and now there's like, on Chicon, they're like building all those apartments and stuff," said Lindsay Scheckelhoff who moved to East Austin two years ago.  Her neighborhood is filled with homes being renovated or demolished and rebuilt. "It just kind of happens and you're like 'oh that was there yesterday and now it's gone,'" Scheckelhoff said.  Neighbors aren't the only ones who aren't in the loop about demolition projects. "It's up to the property owner to notify, whether it's Austin Energy or Austin Water that that demolition is going to happen," explained City Auditor Corrie Stokes .
