Image
Westchester Plaza has shut down and its 100-plus residents, most of them low-income and disabled, have moved, authorities said. Westchester, at northeast corner of Summit and Pennsylvania avenues, was one of the largest assisted-living centers in Texas that supported Medicaid recipients . The facility has weathered financial hardships and complaints from residents over the years concerning inadequate staffing and other issues. Its owners said they shuttered the facility because it was too hard to operate in the current regulatory environment and with changes to Medicaid. The residents were told in July that they had until Thursday to move out. One resident, a 61-year-old resident dead outside the building on July 17, slumped over in his wheelchair. The Tarrant County Medical Examiner has not yet posted a cause of death as of Friday. The state is also investigating. Barbara Reed, one of the 117 residents forced to move, said she found temporary housing with a friend at the end of ...

Houston's Trailer Parks Offer Cheap Housing, But Leave Residents Vulnerable

Duval Mobile Home Park in southeast Houston has 182 lots." />EXPAND The Duval Mobile Home Park in southeast Houston has 182 lots. Stephen Paulsen Elizabeth Perez loves her trailer park . But if she's ever forced to move, at least she has a back-up plan. A chatty 45-year-old with a wide smile, Perez has lived at and managed the Trinity Duval Mobile Home Park in southeast Houston since 2008. Used mobile homes here typically sell for $12,000 to $38,000, depending on their size and condition, she says. She remembers one woman buying a home for just $2,000, using her IRS refund. The Duval Mobile Home Park first opened in the 1950s. It was purchased last year by Trinity Community Group , a trailer park management company — and Perez worried about the future of the park. “I kept thinking, ‘Shoot, they're going to want to tear it down,’” Perez said. “I was kind of scared.” The company promised it would keep the park operational , according to Perez. Still, Perez accepts...

Barring last-minute appeal, derelict Woodmere apartments will be demolished Friday

Image
In the Woodmere subdivision, Alex Kornman Boulevard is the dividing line. To the west are single-family homes with neatly manicured lawns . But to the east, wedged between Destrehan Avenue, are rows of apartments--some vacant, some occupied. And it is the place where many of the Harvey neighborhood's troubles lay. On Friday afternoon, barring a last minute appeal, contractors will raze 2636 Destrehan Ave ., just two blocks from where 6-year-old Ahlittia North was found murdered. The Jefferson Parish Council authorized an emergency demolition of the building after owner Leon Capers Jr . failed to appear for a hearing. An order for demolition is posted on 2636 Destrehan Ave. "We have to make sure that all citizens of Jefferson Parish , including Woodmere, have a certain quality of life that they would expect anywhere in this parish,'' said Parish Councilman Mark Spears , who pressed for expedited demolitions in the neighborhood after Ahlittia's death. The council ...

Take off cladding, says resident of Bristol block using same materials as Grenfell Tower

Image
A resident of a Bristol apartment block revealed to have Grenfell Tower-style cladding has urged the building's owners to replace it. Philip Hoang, 57, who has lived in the Eclipse building at Cabot Circus for three years, had not heard from property managers about the fire safety risk before being alerted to the problem by the Bristol Post . "I feel scared," said Mr Hoang. "I can quite easily see a fire happening here, and there is no way we would survive it. "It’s such a nice building, but obviously if it’s similar material then they have to take it off and renew it - nothing else will work." Avon Fire and Rescue Service confirmed today that the landmark tower block , which stands above the city's Harvey Nichols department store , used similar materials to those which were blamed for spreading the devastating blaze at Grenfell Tower in London, which claimed the lives of at least 80 people. As Houston plots a sustainable path forward, it’s leaving this neighborhood behind

Image
Juan Parras gives one hell of a tour of Houston’s east side. He’s charming and funny. Wearing a beret, he strikes an old-world look, like he might lead you to a cafe on a plaza. He doesn’t charge a fee for his services. After all, you’re on a “toxic tour,” and Parras is on a mission. Parras grew up in 1950s West Texas . He remembers segregated schools, the restaurants that wouldn’t serve him, the unpaved roads, and the people who lived closest to the local refinery . Those experiences led him to a career as a social justice advocate . The resident of Houston’s heavily industrial east side has worked in a city housing department , for a union, for a law clinic, and on a campaign that stopped a PVC factory from being built in Louisiana’s “Cancer Alley.” For the last decade, he has served as executive director of Texas Environmental Justice Advocacy Services (better known as t.e.j.a.s.). Part of his work is leading tours past the heaping piles of scrap metal along Houston’s Buffalo Ba...

Life on Colonnade Row: The Hidden History Behind the Columns

Image
For a particular New Yorker, the sort who rues having missed out on the city’s cobblestone past, Colonnade Row is a distinct architectural marvel . The Greek Revival rowhouses were completed in 1833 and are known for their imposing Corinthian columns . But they were also a stage on which the birth of Manhattan’s gilded era played out, a period when no one dared host a ball the same night as Alva Vanderbilt, and the city itself didn’t extend much past Great Jones Street . Photo Credit New- York Historical Society , via Getty Images They were built for families like the Vanderbilts and the Astors — indeed, John Jacob Astor was among the first residents — and the group was originally named La Grange Terrace , after an estate of the Marquis de Lafayette . What remained of the facade was among the first structures protected by the Landmarks Preservation Commission . In the landscape of contemporary New York, however, Colonnade Row offers other quirks. While crusty old bars and last-of-...
